Environmental Manager 2 – Solid Waste Permits

Position: This Permit Manager position is responsible for managing the review of solid waste facility permit applications and issuing solid waste facility permits for landfills, incinerators, medical waste, transfer stations, land application, septage, waste tires, alternative fuel, biomass anaerobic digestion/gasification and composting facilities. This position is critical to IDEM’s core function of issuing environmental permits, and shoulders substantial responsibility in ensuring that permits comply with relevant rules, and are written to protect human health and the environment. The environmental training and experience of the permit manager is critical in protecting drinking water and surface water resources from harmful contamination, and protecting the public from acute hazards such as the migration of landfill gas.

Site Assessment Specialist

Position: This position serves as INDOT’s expert in hazardous material issues, environmental site assessment, and the interaction of contaminants and parcels. The position compiles, reviews, and authors various types of environmental site assessments. This position offers consultation on Site Assessment & Management issues for INDOT projects. As need, the position acts as project manager for several INDOT remediation sites throughout the state. This position provides technical and regulatory information to agency personnel concerning environmental site investigations and remediation as it applies to transportation projects. Field work may include groundwater monitoring, soil sampling, and oversight of investigation and remediation projects. The position also is responsible for the preparation and review of red flag investigations, Phase I and II environmental site assessments, and other duties to enhance the office’s abilities to reach agency goals. The person may be tasked with writing documents for high-priority, quick turnaround projects when assigning the work to a contract consultant would unacceptably delay project delivery.
